A THOROUGH ORGANIZATIONAL ANALYSIS OF THE CORRECTIONS DIVISION OF THE DEPARTMENT OF SOCIAL SERVICES AND ITS FACILITIES WAS UNDERTAKEN TO AID IN THE DEVELOPMENT OF AN ORGANIZATIONAL MASTER PLAN FOR THE HAWAIIAN ISLANDS.
Abstract
THE STUDY WAS PART OF A LARGER EFFORT TO DEVELOP FOUR NEW FACILITIES DESIGNED TO EMPHASIZE DIAGNOSIS AND TREATMENT IN A LOW-PROFILE SECURITY SETTING WITH THE OBJECTIVE OF MAXIMIZING PRETRIAL RELEASE AND REHABILITATIVE PROGRAMMING WHILE REDUCING BOTH AVERAGE DAILY FACILITY POPULATION AND RECIDIVISM. THE STUDY INVOLVED TWO PHASES. THE FIRST PHASE FOCUSED ON DATA COLLECTION AND ANALYSIS AND INVOLVED A REVIEW OF EXISTING FACILITIES AND STAFF FUNCTIONS RELATIVE TO RELATIONSHIPS, DUTIES AND RESPONSIBILITIES, AUTHORITY, AND WORKLOADS; A REVIEW OF CORRECTIONAL MASTER PLAN DOCUMENTATION AND LITERATURE; A REVIEW OF ORGANIZATIONAL CONCEPTS; AND THE PREPARATION OF AN INTERIM REPORT. ACTIVITIES DURING THE SECOND PHASE INCLUDED DOCUMENTATION OF THE MASTER PLAN ORGANIZATIONAL CONCEPT, A REVIEW OF 1977-1979 BIENNIAL BUDGET FORECASTS, DEVELOPMENT OF A PROPOSED ORGANIZATIONAL STRUCTURE INCORPORATING FUNCTION STATEMENTS AND SUMMARY POSITION DESCRIPTIONS, DEVELOPMENT OF RECOMMENDED PROGRAM EFFECTIVENESS MEASURES, AND THE PREPARATION OF AN ORGANIZATIONAL IMPLEMENTATION PLAN. THE MASTER PLAN CONCEPT CALLS FOR INTAKE SERVICES CENTER (ISC) AND COMMUNITY CORRECTIONAL CENTER (CCC) FACILITIES. THE ISC WOULD RECEIVE NEW ENTRANTS, PROVIDE INITIAL SCREENING, PROVIDE DIAGNOSTIC ASSESSMENT FOR THE DEVELOPMENT OF OFFENDER PROGRAMS, AND PROVIDE REFERRAL SERVICES FOR PRETRIAL AND POSTRELEASE CLIENTS. THE CCC WOULD PROVIDE DETENTION FACILITIES FOR SENTENCED OFFENDERS AND PROGRAMS DESIGNED TO ENHANCE THE EX-OFFENDER'S REINTEGRATION INTO THE COMMUNITY. THE IMPACT OF THE MASTER PLAN CONCEPT OR ORGANIZATION AND STATUS OF THE PROPOSED FACILITIES IS DISCUSSED, AND A DETAILED ANALYSIS OF THE RELATIONSHIPS BETWEEN THE ISC AND THE CCC WITHIN THE CONTEXT OF ORGANIZATIONAL STRUCTURE IS PRESENTED. THE PROPOSED ORGANIZATIONAL STRUCTURE IS DISCUSSED IN TERMS OF THE CHAIN OF COMMAND, FUNCTIONAL UNITS, AND PERSONNEL TYPES AND NUMBERS FOR EACH OF THE PLANNED FACILITIES. A BASE IMPLEMENTATION PLAN, WHICH IDENTIFIES THE MAJOR ACTIVITIES. NECESSARY FOR THE SUCCESS OF THE PROPOSED STRUCTURE, IS PROVIDED. FINALLY, THE PROGRAM STRUCTURE IS DISCUSSED IN BUDGETARY TERMS, AND PROGRAM EVALUATION MEASURES ARE SUGGESTED. APPENDED ARE A SUMMARY OF THE UNIT MANAGEMENT CONCEPT AND A LIST OF SUMMARY POSITION DESCRIPTIONS. (JAP)
