This second volume in a four-volume final report on the Hawaii judicial system master plan develops goals for the effective and efficient operation of the system and offers facility space standards and design guidelines to support those goals.
Abstract
The standards and goals provide a yardstick against which existing facilities can be measured and provide guidance for future renovation or construction. Courtroom space standards are provided for supreme and appellate courts; large, standard, and small trial courts; and family and rural courts. Design guidelines discuss general facility considerations, and courtroom elements and court support elements. Standards and guidelines are based on needs for accessible, appropriate, flexible, and economical multiuse facilities that will provide for the strategic management of growth, timely delivery of judicial resources and the maintenance and protection of resources, and uniformity of process and procedures. Recommended design concepts range from 2,400 square feet for supreme court and large trial courtrooms to 1,000 square feet for family court courtrooms. Layouts for each courtroom and support space design concept are appended.
