SUMMARY OF THE EVALUATION OF EIGHTEEN PROJECTS ALONG WITH INDIVIDUAL PROJECT PERFORMANCE ASSESSMENT REPORTS.
Abstract
TEN POLICE PROJECTS, TWO COURT PROJECTS, THREE CORRECTIONS PROJECTS AND THREE YOUTH DELINQUENCY PROJECTS. THE EVALUATION DESIGN UTILIZED APPROXIMATELY 30 PROJECT ASSESSMENT CRITERIA GROUPED INTO EIGHT BASIC CATEGORIES OF PERFORMANCE MEASUREMENTS. THESE EIGHT BASIC CATEGORIES INCLUDED PROGRAM CONTRIBUTION, PLANNING STRUCTURE, TECHNICAL PERFORMANCE, INFORMATION GENERATION, STAFF EFFECTIVENESS, FINANCIAL ANALYSIS, ADMINISTRATIVE SYSTEMS, AND GENERAL MEASUREMENTS. THE EVALUATION MODEL WAS STRATIFIED INTO THREE MAJOR EVALUATIVE AREAS: PLANNING, OPERATIONS, AND CONTROL. THE 18 PROJECTS IN THIS STUDY GENERALLY REFLECTED A HIGH 'ACCEPTABLE' OVERALL PROJECT RATING. THE REPORTS ON THE INDIVIDUAL PROJECTS FOLLOW A CONSISTENT FORMAT: 1) A DESCRIPTION OF THE ASSESSED LEVEL OF PERFORMANCE BY MAJOR PROJECT ACTIVITY OR TASK, 2) STATEMENTS OF KEY FINDINGS DERIVED FROM THE ANALYSIS, AND 3) A LISTING OF RECOMMENDATIONS FOR FUTURE ACTION. APPENDED AT THE END OF EACH REPORT ARE A BIBLIOGRAPHY OF INFORMATION AND INTERVIEW SOURCES AND A RATING SHEET WHICH SUMMARIZES THE PERFORMANCE EVALUATION. (AUTHOR ABSTRACT MODIFIED)
