The 1991-1992 annual report of the Hawaii Police Department (HPD) identifies top department officials and provides statistics on offenses, adults arrested, juveniles arrested, and drug seizures.
Abstract
The HPD is placing more emphasis on community policing and establishing a team approach to solving crime problems. Department officials are committed to improving police working relationships with the general public. Crime statistics indicate that index crimes increased from 5,623 in 1981 to 5,909 in 1988 and 6,831 in 1989 to 7,226 in 1991. Specific data are tabulated for murder, negligent manslaughter, rape, robbery, aggravated assault, burglary, theft, arson, forgery/counterfeiting, fraud, embezzlement, vandalism, prostitution, sex offenses, drug law violations, gambling, driving under the influence, disorderly conduct, curfew violations, and runaways. The number of adults arrested in 1991 totaled 4,371; 3,430 were charged and 941 were released. The number of juveniles arrested in 1991 totaled 2,477; 2,307 were processed in family court and 170 were released. Drug seizures netted 173,994 marijuana plants, 327 pounds of processed marijuana, 17.4 pounds of cocaine, and 10 ounces of heroin. Property seizures were valued at $250,000, vehicles $37,000, and $136,878 in cash. The annual report contains sections on Hawaii's Drug Abuse Resistance Education Program, the Police Activities League, police recruits, police reserves, and traffic safety.
