REPORT OFFERS SUGGESTIONS THAT CIRCUIT AND DISTRICT COURT JUDGES IN HAWAII CAN USE TO KEEP ABREAST WITH NEW IDEAS AND PRACTICES.
Abstract
THE AVERAGE HAWAIIAN JUDGE, AT THE CIRCUIT AND DISTRICT LEVELS IS AS ISOLATED AS HIS MAINLAND COLLEAGUE IN SHARING AND LEARNING OF NEW PROCEDURES. CUT OFF BY OCEAN AND TIME, THEIR PROFESSIONAL EXPOSURE BECOMES LIMITED. TO BEGIN TO REMEDY THIS SITUATION, THIS REPORT MAKES FIVE PROPOSALS. THESE INCLUDE ESTABLISHING AN ORIENTATION PROGRAM FOR THE NEWLY APPOINTED JUDGE, TRAINING AT A NATIONAL JUDICIAL COLLEGE FOR EACH NEW JUDGE AFTER A MINIMUM PERIOD OF EXPERIENCE, ANNUAL JUDICIAL SEMINARS FOR THE TRIAL JUDGES, A BENCHBOOK FOR EACH TRIAL JUDGE, AND LEGAL SUPPLEMENTS INCLUDED IN A NEWSLETTER....BS
