This report analyzes the actions taken by the United States Bureau of Prisons between October 1986 and June 1990 to address weaknesses in managing hazardous materials and wastes at Federal prisons.
Abstract
The analysis focused on the Bureau's assessment and cleanup of prison dump sites containing hazardous wastes and other projects such as the removal and abatement of asbestos and polychlorinated biphenyls from prison facilities. The Bureau has set aside about $16 million for cleanup that may be needed, but the work will not begin until assessments are completed at the seven facilities previously identified as containing hazardous waste dump sites. The delays in awarding assessment contracts could result in missing by a year or more the 1992 date targeted for the completion of the cleanup. The Bureau also obligated about $6.7 million for other projects, especially for asbestos removal or abatement. Finally, the Bureau is not complying with all recordkeeping requirements on these issues which may indicate weakness in the internal control system. Appended table
