This manual presents guidelines for health care professionals in helping to prevent the abduction of newborn infants from health care facilities.
Abstract
Following a review of the nature and prevalence of the problem, the manual profiles the offender, who is almost always a female, frequently overweight, ranging in age from 14 to 45 years, and generally having no prior criminal record. The core of the manual consists of various categories of guidelines for preventing such abductions. A general statement that precedes the guidelines indicates that the safeguarding of newborn infants requires a comprehensive program of health care policy; education of and teamwork by nurses, parents, and security and risk- management personnel; and the coordination of various elements of physical and electronic security. Collectively, these actions harden the target of potential abductors. Following the presentation of general guidelines, subsequent guidelines focus on proactive prevention measures, physical security safeguards, and a critical incident plan. Other sections of the manual address the civil liability of health care professionals and facilities if an abduction occurs and the specific security concerns of pediatric units, clinics, and homes. Security information for parents is also provided. A 40-item bibliography
