GUIDELINES AND SUGGESTIONS FOR THE ADMINISTRATION AND OPERATION OF AN AIRBORNE LAW ENFORCEMENT PROGRAM WHICH PRIMARILY UTILIZES HELICOPTERS.
Abstract
DISCUSSED ARE THE MANY MANAGERIAL CONSIDERATIONS OF HELICOPTER USE BY THE POLICE, INCLUDING PILOT SELECTION AND TRAINING, DEPLOYMENT, CITIZEN ACCEPTANCE, NON-LAW ENFORCEMENT AND INTRA-DEPARTMENTAL LIAISON, AND RECORDS MANAGEMENT. PHYSICAL ASPECTS SUCH AS AUXILIARY EQUIPMENT, LANDING SITES, AND MAINTENANCE ARE COVERED. THE USE OF OBSERVERS, VARIOUS SURVEILLANCE ACTIVITIES, UNUSUAL OCCURRENCES, AND HELICOPTER USE IN CONJUNCTION WITH FIXED WING AIRCRAFT ARE ALL GIVEN ATTENTION.
