This report details the activities of outlaw motorcycle gangs, especially the Hells Angels, in Canada, the United States, and European countries.
Abstract
The discussion notes that the outlaw biker counterculture thrives on many continents and is involved in drug trafficking, violence, and other criminal activities. The Hells Angels provide the models for other gangs. In recent years, bikers have become more arrogant and more violent. Control of members, criminal associates, and others under biker influence is still achieved through threats, violence, and murder. Bikers are now as sophisticated as the old organized crime families. They still rely on racism as a barrier to membership and are a last bastion to macho white males. In Canada, the Criminal Intelligence Service Canada (CISC) founded Project Focus in 1978 to identify criminal problems with outlaw motorcycle gangs, gathering intelligence, and aiding law enforcement.
