Correctional planning in Hennepin County, Minn., should rest on a reintegrative philosophy which emphasizes minimal offender penetration into the corrections system, maintenance of community ties, systematic reintroduction of the offender into free society, and close cooperation among criminal justice and human service agencies.
Abstract
The system needs to develop a corrections coordinating council and a comprehensive criminal justice information system. In addition, the use of citations should increase, a single unit should handle all noncash bail release programs, and interviews in situations in which no bail is required (NBR) should use a standardized set of criteria. Other needs are the use of volunteers in conducting initial NBR interviews, expansion of the conditional release program, expansion of the pretrial diversion program, and funding for the expansion of those community corrections programs which consistently operate at full capacity. The county's adult correctional facility needs several fiscal, organizational, program, staffing, and architectural changes to improve its functioning. Analyses of the system's current functioning, organization, work/study release program services, policies and procedures, population projections, and architecture are given. Photographs, a survey instrument, and a list of 89 references are also supplied.
