RESULTS OF A LEAA/BUREAU OF CENSUS SURVEY OF 10,400 INMATES OF STATE CORRECTIONAL FACILITIES, BASED ON INMATE INTERVIEWS AND/OR PRISON RECORDS.
Abstract
ALL SAMPLE DATA WERE INFLATED TO REPRESENT THE ESTIMATED 191,400 INMATES - THE ESTIMATED POPULATION OF ALL SUCH FACILITIES AT THE TIME OF THE SURVEY. SURVEY FINDINGS SHOWED THAT 6< PERCENT OF THE INMATES HAD USED DRUGS ILLICITLY. THIRTY PERCENT HAD TRIED HEROIN AND 21 PERCENT HAD USED IT DAILY OR ALMOST DAILY. SOME 14 PERCENT OF THE INMATES WERE USING HEROIN DAILY AND 14 PERCENT WERE UNDER THE INFLUENCE OF HEROIN AT THE TIME OF THE OFFENSES RESULTING IN THEIR IMPRISONMENT. AMONG INMATES CONVICTED FOR ROBBERY, 38 PERCENT HAD A HISTORY OF HEROIN USE. (COMPARED TO ONLY 15 PERCENT OF THOSE CONVICTED OF A VIOLENT OFFENSE).
