This report presents highlights from the April 1998 High Level Contact Group for Drug Control Meeting between the Governments of Mexico and the United States in Mexico City.
Abstract
In April 1998, the Governments of Mexico and the United States held their fifth meeting of the High Level Contact Group for Drug Control (HLCG) in Mexico City. The HLCG reviewed progress in strengthening their bilateral and multilateral cooperation in combating drug production, trafficking, and abuse. Outcomes of the meeting, in the form of discussions include: (1) the instituting of a process to define measures of effectiveness of the implementation of the 1998 Bi-National Drug Control Strategy; (2) the promotion of a multilateral cooperation against illicit drugs as seen through preparations for the Santiago summit of the Americas; (3) briefings to the HLCG on the results of technical talks held by the Bi-national Working Groups on Money Laundering, Arms Trafficking, Chemical Control, and Demand Reduction; (4) results of the March 1998 Senior Law Enforcement Plenary was reported to the HLCG; (5) achievements were noted of Mexico's achievements in the eradication of illicit drug crops; and (6) the Group noted satisfaction with the positive results of a bilateral seminar on drug interdiction held in March 1998 in Riverside, CA. In looking ahead, the governments recognized that the transnational nature of this criminal activity requires that the two Governments, along with other neighboring States, must work together to combat drug trafficking organizations effectively while maintaining the dignity and sovereignty of each nation and its laws.
