Because of the need for effective life safety programs, high-rise buildings are among the facilities requiring detailed, functional security, and this manual is designed to help facility management develop and operate a practical security program.
Abstract
High-rise buildings should have a crisis management team (CMT) with representatives from facility engineering, operations, finance, maintenance, and security. The CMT should determine the best location for an emergency control center (ECC), and communication with the ECC is a prime consideration. The manual provides guidance on handling bomb threats and conducting evacuations. Tenant safety instructions and procedures are also described, including access control systems, tenant identification, closed circuit television, and data aquisition units to audit and supervise security officer patrol activities. Duties and responsibilities of security officers are noted, and computer security is discussed. The importance of a comprehensive emergency plan for high-rise buildings is stressed. Illustrations
