In Sri Lanka, every "closed" prison has always had a separate section consisting of a block of cells for the temporary location of inmates requiring special supervision.
Abstract
Such inmates include dangerous offenders, escapees, notorious highway robbers, hired assassins, offenders having many serious cases pending in different courts, inmates condemned to death, those who fear harm from other inmates, and terrorists. These inmates have the facilities and privileges mandated for all inmates under prison regulations. In addition, they receive extra supervision and restriction as to association, work, and movement inside and outside the prison. An inmate is never directly released from the special unit into the general prison population. He will first be sent to a workshop escorted by an officer, who is responsible for him until he is brought back to the special section. The inmate will receive increasing numbers of opportunities to prove he can be trusted before he is released from the special section. Two case studies of inmates in this special section are provided.
