This volume summarizes the sessions of a conference that examined the role of higher education for offenders, the role of the criminal justice system in higher education for offenders, and the funding of educational programs in the criminal justice system.
Abstract
The opening address points to the need for educators to develop strong programs for inmates, so they are better prepared for reentry into society. The continued deemphasis on higher education programs in the correctional system is cited. The involvement of educators as consultants and change facilitators in the corrections system is encouraged. The task groups discussed (1) overcoming resistance of universities and colleges to assuming increased responsibility in providing higher education programs for offenders, (2) overcoming resistance of correctional systems to establishing more equitable partnerships with higher education institutions, and (3) overcoming problems of reordering funding priorities in order to provide resources necessary to expand higher education opportunities in the criminal justice system. Objectives for improvement in each of the foregoing areas are reported from each task group. A report is provided from interested participants who formed an ad hoc committee to recommend the formation of a national organization to carry on the functions of the NewGate Resource Center or other functions related to higher education for offenders. The conference program outline, a position statement, the report and recommendations of the ad hoc committee, a critical issues inventory, and lists of steering committee members and conference participants are appended. A bibliography listing 36 references is also provided.
