THIS ARTICLE DEALS WITH FEDERAL POLICIES DESIGNED TO ENCOURAGE, BY MEANS OF FINANCIAL INCENTIVES, COLLEGE TRAINING FOR POLICE OFFICERS. THE ARTICLE DISCUSSES THE DEVELOPMENT AND BACKGROUND OF THE POLICY.
Abstract
DURING THE LAST 10 YEARS, FEDERAL POLICIES HAVE WORKED TO UPGRADE THE PROVISION OF POLICE SERVICES THROUGH FINANCIAL INCENTIVES, AND FINANCIAL AID, TO GET POLICE TO TAKE COLLEGE COURSES. SO FAR, $150 MILLION HAS BEEN SPENT ON THIS POLICY. THE INTENTION OF THE POLICY IS TO IMPROVE THE QUALITY OF LAW ENFORCEMENT AND CRIMINAL JUSTICE. THE ARTICLE DISCUSSES POLICY RESULTS. THE HISTORY OF THE POLICY IS SUMMARIZED AND SOME CONCLUSIONS ARE DRAWN. INITIAL SUPPORT FOR HIGHER EDUCATION FOR POLICE OFFICERS BEGAN IN 1967. WITHIN A FEW YEARS, THE NEED FOR QUALITY CONTROL IN THIS ENDEAVOR BECAME APPARENT AND APPROPRIATE MEASURES WERE TAKEN. THE QUANTITY OF THE PROGRAMS HAS EXPANDED PROBABLY AS A RESULT OF FEDERAL AID, ALTHOUGH IT IS STILL HARD TO MEASURE BOTH THE EFFECTS OF THE AID AND THE EFFECTS OF THE INCREASED EDUCATION ON THE POLICY AND PROVISION OF LAW ENFORCEMENT SERVICES. THE ARTICLE CONCLUDES WITH A CALL FOR CONTINUED RESEARCH INTO THE EFFECTS OF HIGHER EDUCATION FOR POLICE OFFICERS AND THE EFFECTS OF FEDERAL AID FOR SUCH HIGHER EDUCATION. FUTURE FEDERAL AID FOR HIGHER EDUCATION OF LAW ENFORCEMENT OFFICERS SHOULD BE BASED ON AID GIVEN TO SIMILAR GROUPS. FOOTNOTES AND TABLES ARE PROVIDED.
