STUDY CONDUCTED BY THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY (NCCD) ON THE NEED FOR A NEW COUNTY CORRECTIONAL FACILITY.
Abstract
THE PRIMARY METHOD OF STUDY WAS THROUGH DIRECT OBSERVATION OF THE JAILS' OPERATIONS. THESE OBSERVATIONS WERE AUGMENTED BY A REVIEW OF PERTINENT RECORDS AND DOCUMENTS, ANALYSIS OF STATISTICAL DATA, AND PERSONAL INTERVIEWS WITH INDIVIDUALS FAMILIAR WITH THE OPERATION OF THE JAILS. THE PRESENT SERVICES OF EACH COUNTY JAIL ARE EXAMINED. THE NCCD SURVEY TEAM MAKES NINE DETAILED RECOMMENDATIONS FOR AN ALTERNATIVE APPROACH TO MEETING THE DETENTION NEEDS OF PERSONS REQUIRING PRETRIAL DETENTION IN HINDS COUNTY. THE TEAM CONCLUDED THAT THE COUNTY DID NOT NEED AN ADDITIONAL CORRECTIONAL FACILITY. INSTEAD, IT WAS RECOMMENED THAT CITY AND COUNTY GOVERNMENTS COOPERATE ON THE JOINT ADMINISTRATION OF THE JACKSON CITY JAIL.
