The 1990 Australian conference on HIV/AIDS and prisons brought together corrections and health personnel, researchers, educators, attorneys, and representatives from correctional guard and inmate groups, who endorsed a statement regarding the need for action to prevent the spread of HIV through sexual contact and intravenous drug abuse.
Abstract
The statement also emphasized that HIV transmission in correctional institutions would result in its increased transmission in the general community. Thus, it recommended inmate access to condoms and bleach for cleaning drug paraphernalia, noting that intravenous drug use and sexual contact are realities of prison life. Recommendations also focused on education for correctional staff and inmates, the detection and management of HIV-positive inmates, occupational safety and health, the collection of epidemiological information, and the legal obligations of prison officials. The statement was widely distributed to elected officials and journalists. The conference was organized by the Australian Institute of Criminology and the National Center for Epidemiology and Population Health and was co-sponsored by the Commonwealth Department of Community Services and Health and the National Center for HIV Social Research.
