The Minister for Corrective Services in New South Wales, Australia discusses the HIV prevention efforts in its prison system, emphasizing the reasons for rejecting the ideas of providing clean needles to inmates drug abusers or distributing condoms.
Abstract
The government will not facilitate any type of illegal drug use among inmates rather it focuses its efforts on preventing drug use. Similarly, issuing condoms would increase the possibilities of violence and victimization against those receiving condoms and of sexual assaults on inmates. Instead, the prison system is emphasizing education and training. It will also implement the recent law mandating HIV testing of inmates in combination with a policy of integrating HIV-positive inmates with the rest of the prison population. 2 reference notes
