A 1990 conference organized by the Australian Institute of Criminology and the National Center for Epidemiology and Population Health brought together criminal justice and medical researchers, policy makers, and administrators; correctional personnel; educators; social workers; and members of community organizations to examine issues related to HIV and AIDS in correctional facilities in Australia.
Abstract
The discussions focused on AIDS in United States, British, and Australian prisons; AIDS transmission and prevention; compulsory HIV testing; the handling of HIV-positive inmates; prisoners' rights; the link between AIDS and intravenous drug abuse; female and aboriginal prisoners and AIDS; and the management of HIV in community-based corrections. The participants produced a document stating that all Australian jurisdictions agreed to establish a common protocol for the collection of epidemiological data on HIV/AIDS in prisons, to increase the use of community-based sentences for drug law offenders, and to increase the access to methadone in prisons. They also agreed to provide adequate compensation to correctional staff who occupationally acquire HIV infection and to implement universal procedures for infection control.
