Abstract
THE LEGAL BACKGROUND OF THE USE OF THE EXPANDING BULLET IN INTERNAL DISPUTES AND PROHIBITION OF ITS USE IN INTERNATIONAL WARFARE BY INTERNATIONAL TREATY IS EXPLORED. TRADITIONAL ROUND-NOSE LEAD AMMUNITION USED BY THE POLICE IS EXAMINED AS PROVIDING AN INEFFECTIVE MEANS OF SUBDUING A VIOLENT ASSAILANT. THE AUTHOR CONCLUDES THAT DENIAL OF THE HOLLOWPOINT SUBJECTS THE SAFETY AND SECURITY OF THE PUBLIC TO INADEQUATE DEFENSE.
