The Kenton County, Ky., pilot home incarceration program is designed to protect the citizenry at lower costs, reduce jail overcrowding, and assist offenders in accepting their responsibilities to family and community through treatment programs, restitution, community service, job training, and employment.
Abstract
Under the program, certain classes of adult misdemeanants, not already on active probation and parole, receive deferred sentences and are assessed and monitored for the program by the probation and parole office. Monitoring is carried out by a transmitter-monitor unit that uses the telephone network to transmit information to a central computer. Rental cost of the unit is assessed against the offender on a sliding scale. Specific conditions of the home incarceration are explained and specified in a written agreement, and compliance with its terms is monitored by the county jailer and the probation officer.
