A Home Office Treasury Study (HOTS) was implemented in 1989 in an effort to establish a consistent set of police management information pertaining to workload, resource use, output, and quality of service, which can be used to assess efficiency and effectiveness and inform discussions about the allocation of police resources.
Abstract
This discussion of HOTS describes its general philosophy, places HOTS recommendations in the context of recent policy initiatives, and outlines some specific projects conducted by the Research and Planning Unit under the HOTS umbrella. The HOTS work begins with the assumption of some relation between crime levels, clearup rates, public satisfaction; the amount of time officers spend on patrol investigation, victim liaison; and the characteristics of the population of the police area. An initiative has been launched since publication of the HOTS report with a focus on improving the delivery of the service the police provide. The most appropriate approach at this time is to allow current research on police effectiveness to continue and to seek a structure into which the results can be placed and used by police management. 2 figures
