This speech at a 1998 conference convened by the National Association for the Care and Resettlement of Offenders and the British Juvenile and Family Courts Society focused on youth crime and legislative proposals to reform the juvenile justice system.
Abstract
The speaker highlighted the significance of youth crime in Great Britain and the need to make the juvenile justice system more effective. The speech also focused on the importance of early and positive intervention, the cumbersome nature of juvenile courts, the lack of supervised community-based programs aimed at making young people responsible for their behavior, and the inadequate nature of the current system of custodial orders and facilities. In addition, the speech covered goals and deficiencies of the juvenile justice system, juvenile crime prevention, bail support, secure remands, the prevention of young children from being drawn into crime, family responsibilities, court orders, and detention and training orders. Further, the speaker addressed the need to establish multiagency youth offending teams, the establishment of the Youth Justice Board, changing the culture of juvenile courts, legal aid, and restorative justice.
