A REPORT ON WILLFUL AND JUSTIFIABLE HOMICIDES IN THE STATE OF CALIFORNIA DRING THE PERIOD OF 1974 TO 1976 IS PRESENTED.
Abstract
THE PURPOSE OF THIS REPORT IS TO PROVIDE THE CRIMINAL JUSTICE COMMUNITY WITH AN OVERVIEW OF SIGNIFICANT PATTERNS RELATIVE TO THE CRIME OF HOMICIDE, TO PROVIDE DETAILED INFORMATION ON THE CIRCUMSTANCES SURROUNDING HOMICIDE CASES, AND TO PROVIDE INFORMATION ON TOPICS OF SPECIAL INTEREST TO THE CRIMINAL JUSTICE COMMUNITY AND THE GENERAL PUBLIC. WILLFUL HOMICIDE IS DEFINED IN THIS REPORT AS THE WILLFUL NONNEGLIGENT KILLING OF ONE HUMAN BEING BY ANOTHER, AND JUSTIFIABLE HOMICIDE IS DEFINED AS THE KILLING OF A FELON BY A PRIVATE CITIZEN OR A PEACE OFFICER DURING THE COMMISSION OF A FELONY. THE DATA IN THIS REPORT ARE TAKEN FROM THE SUPPLEMENTARY HOMICIDE REPORT (SHR) SUBMITTED MONTHLY BY EACH CALIFORNIA LAW ENFORCEMENT AGENCY. TABULAR DATA AND CHARTS PRESENTING INFORMATION ON THE NUMBER OF HOMICIDES ARE ARRANGED BY COUNTY, NUMBER OF VICTIMS, SEX OF VICTIMS, TYPES OF WEAPONS, PRECIPITATING EVENT, PLACE OF HOMICIDE, AND THE VICTIM-OFFENDER RELATIONSHIP. DATA ON THE OFFENDERS, INCLUDING SEX, AGE, PRIOR CRIMINAL RECORD, AND NUMBER OF CONVICTIONS AND SENTENCES ARE PROVIDED. POTENTIAL DEATH SENTENCES AS WELL AS DATA ON POLICE OFFICER HOMICIDES ARE GIVEN. THE DATA FOR JUSTIFIABLE HOMICIDES INCLUDE THOSE COMMITTED BY PEACE OFFICERS AND PRIVATE CITIZENS, SEX AND RACE OF THE DECEASED, THE TYPE OF WEAPON, AND THE PRECIPITATING EVENT. APPENDIXES INCLUDE TABULAR DATA ON THESE OFFENSES. (BAC)
