Abstract
The report notes that prison overcrowding remained a major concern during 1993, with the institutional occupancy rate averaging 119 percent. Additional responsibilities associated with managing Vietnamese migrants strained scarce resources. Prison overcrowding and associated problems were aggravated further by an influx of some 3,000 illegal immigrants from Vietnam who arrived in Hong Kong in June 1993. Some progress toward reducing prison overcrowding was made with the conversion of a Vietnamese detention center into a medium-security prison at the end of 1993. A second similar facility was to become operational in early 1994. To strengthen management efficiency and performance quality within the framework of public sector reform, the Correctional Services Department reorganized its program management structure into three main areas: prison management, reintegration, and Vietnamese migrants.
