This report reviews the operations and activities of the Hong Kong Correctional Services Department during 1995.
Abstract
The Department managed 22 penal institutions during the year; these included 12 prisons, two training centers, one drug treatment center, one detention center, one psychiatric center, one halfway house with certain areas designated for use as a prison, and four institutions with multiple roles. During the year, 9,802 adult males, 3,033 female adults, 866 young men under age 21, and 629 young women under age 21 were sentenced to imprisonment. Approximately 9,000 additional people were remanded in custody. Local crime and an increase in the number of drug addicts admitted to correctional facilities were the major factors contributing to the continuing increase in the correctional population. The average occupancy rate was 125 percent during the year; overcrowding was particularly acute in institutions for women. Aftercare services began immediately after admission into an institution or when an offender was approved to take part in release under supervision and pre-release employment programs.
