Abstract
FRANK BOLZ, JR., COMMANDING OFFICER OF THE NEW YORK CITY POLICE DEPARTMENT'S HOSTAGE NEGOTIATION TEAM, OUTLINES THE THREE COURSES OF ACTION AVAILABLE IN A HOSTAGE SITUATION--DIRECT ASSAULT, SHARPSHOOTEDRS, AND THE INTRODUCTION OF CHEMICAL AGENTS--AND DISCUSSES THEIR INDIVIDUAL AND COMBINED USE IN OVERCOMING ARMED AND BARRICADED PRISON INMATES HOLDING SEVERAL GUARDS HOSTAGE. THE ROLE OF PLANNING IS EMPHASIZED, ALONG WITH COURSES OF ACTION TO CHOOSE AND WHEN AND IN WHAT COMBINATION. NECESSARY SAFEGUARDS AFFECTING THE USE OF DEADLY FORCE ARE EXAMINED, AS ARE THE BENEFITS AND DRAWBACKS OF TEAR GAS AND OTHER CHEMICAL AGENTS, AND THE POSSIBLE HARMFUL, THOUGH OFTEN UNAVOIDABLE, RESULTS OF A DIRECT ASSAULT. IT IS NOTED THAT A RAND CORPORATION STUDY FOUND THAT OF 1,000 HOSTAGES KILLED IN THE COURSE OF A HOSTAGE-TAKING SITUATION, 75 PERCENT DIED AS A RESULT OF THE DIRECT RESCUE ATTEMPT. (KBL)
