Abstract
THESE PROVISIONS, INCLUDING THE ABSENCE OF THE DEATH PENALTY FOR THE ABDUCTION OF MINORS, ARE DESIGNED, HOWEVER, TO ENSURE THE SAFETY OF KIDNAP VICTIMS AND DO NOT INDICATE LENIENCY TO KIDNAPPERS, WHO MAY OR MAY NOT CITE POLITICAL MOTIVES FOR THEIR ACTIONS. WHETHER POLITICALLY MOTIVATED OR NOT, ANY FORM OF TERRORISM MUST BE CONSIDERED AS A MATTER FOR THE COMMON CRIMINAL LAW.
