Hearings focused on the possible infiltration of organized crime into the Hotel Workers Union in Chicago and elsewhere, with special emphasis on union health and welfare plans.
Abstract
The testimony served to help create legislation to remedy problems in the areas of trusteeships, merge of local unions, and merger of funds. Witnesses explained how organized crime infiltrates union health plans, including prepaid dental plans. Testimony noted that widespread pattern was uncovered in a Federal investigation, which showed that a relatively small number of individuals were involved through numerous corporate entities throughout the country in the operation of fraudulent-type plans. Federal and State agencies are conducting investigations into this pattern. One speaker said that while most union plans are well run, there are still billions of dollars in plans controlled by small unions which are ridden with organized crime connections and corruption. One pervasive method mentioned in testimony was having administrative costs 5 to 7 times the normal amount and skimming then skimming money from the beneficiaries. Other techniques are also highlighted. Key persons involved in organized crime operations in Chicago are mentioned and were asked to testify. Twelve witnesses gave testimony. The appendix includes prepared statements. Numerous exhibits are provided.
