A plan is presented for the development of long-term housing and support services for people recovering from chemical dependency and living in Lucas County, Ohio.
Abstract
The plan was based on primary data obtained from researching existing resources available in the county to chemically dependent persons, conducting a needs assessment survey, and investigating government regulations concerning the creation of housing and support services. The secondary data collection was based on a literature review of prior research in substance abuse and supportive housing. The data analysis focused on the impact of substance abuse upon residents of Lucas County, as extrapolated from national studies, and compared the availability of services to the perceived need. The document presents conclusions drawn in response to the impact environment has upon relapse, past living environments, identified future needs, and specific requirements for substance abusers within the criminal justice system. The recommendations for supportive housing for recovering people cover issues of program design, expectations upon the owner/operator of such housing, and housing development.
