THE AUTHOR MAKES SUGGESTIONS ON POLICY PLANNING FOR STATE ANALYSIS CENTERS (SAC) OR LEAA'S COMPREHENSIVE DATA SYSTEMS, IN LIGHT OF THE FACT THAT NO SAC'S HAD BEEN OPERATIONALIZED AT THE TIME OF WRITING.
Abstract
THE LEADER OR DIRECTOR SHOULD NOT BE A STATISTICIAN, BUT A SALESMAN, AND THE POLICY-ORIENTATION OF THE INCIPIENT SAC'S SHOULD BE TOWARDS SELLING ITS PROGRAM TO MAKE DATA COLLECTING AGENCIES MORE AMENABLE TO SUBMITTING DATA TO THE SAC. THE ADVANTAGES AND DISADVANTAGES OF INCLUDING THE SAC WITHIN THE STATE PLANNING AGENCY ARE DISCUSSED. FINALLY, POLICY DECISIONS MUST BE MADE CONCERNING RESPONSES TO LEGISLATIVE REQUESTS IN WHICH THE DATA MIGHT IMPUGN AN AGENCY OR JURISDICTION.
