Abstract
THE AUTHORS CONCLUDE THAT INCARCERATION OF CHILDREN IN JAILS, DETENTION CENTERS, REFORMATORIES OR TRAINING SCHOOLS IS DESTRUCTIVE OF THE HUMAN SPIRIT, IS ANTITHETICAL TO REHABILITATIVE OR TREATMENT GOALS, AND SEVERELY RETARDS CHILDREN'S POTENTIAL FOR NORMAL GROWTH AND ADJUSTMENT. AN NARROWING OF THE AUTHORITY OF THE COURT, BY RESTRICTING DISCRETION THROUGH THE INTRODUCTION OF A COMPREHENSIVE SET OF STANDARDS AND CRITERIA, IS URGED. (AUTHOR ABSTRACT MODIFIED)
