To win the war on drugs, we should let persons who want to do so avoid drugs.
Abstract
There are signs that the drug problem is on its way to becoming a manageable problem for the upper classes but not the lower ones. National drug policy should make it possible for people to send their children to schools that are drug-free as they wish, live in neighborhoods that are as drug-free as they wish, and work in workplaces that are as drug-free as they wish; this should apply to poor people as well as rich people.
