Abstract
The guide was designed to provide public safety agencies and system planners with user-friendly knowledge about how to plan, design, fund, implement, and manage a radio communications system. The Public Safety Wireless Network (PSWN) Program uses a life-cycle system development process, which is a six-step process that includes an assessment of agency and user communications requirements and the identification of infrastructure changes or enhancements. The establishment of technical performance standards, development of policy and management systems, design of technical specifications, validation through testing, and optimizing system performance through procedures are also addressed. Section 1 introduces system planning, which involves the initial planning and strategy development for a radio communications system. Tips are offered for defining project objectives, assessing internal capabilities and technological trends, and projecting financial resources. Section 2 presents information on how to complete a requirements analysis. Information is offered for defining user needs and assessing current system operational, functional, and technical capacities. Section 3 describes the design and engineering of a radio communications system, including tips for matching the design to the technical and operational requirements and for the development of an education and training plan. Section 4 is the procurement section, which discusses financial options available for the funding of a radio communications system, including deliverable requirements and technical specifications. Section 5 focuses on the methods necessary to achieve the successful implementation of the system, such as the development of a task breakdown structure and the identification of the skills and services necessary to ensure success.
