REPORT EXAMINES LEAA-FUNDED CRIMINAL JUSTICE PROGRAMS AT HOWARD UNIVERSITY TO DETERMINE IF ALLEGATIONS OF MISMANAGEMENT ARE JUSTIFIABLE.
Abstract
THERE WERE FIVE SUBPROGRAMS TO THE LEAA GRANT. THE FIRST PLANNED FOR ESTABLISHING A BACCALAUREATE DEGREE PROGRAM. THE SECOND ESTABLISHED A MASTER OF ARTS DEGREE SEQUENCE INVOLVING CONCENTRATION IN ADMINISTRATION OF JUSTICE. THIRDLY, A DOCTORAL PROGRAM IN CRIMINOLOGY WAS TO BE ESTABLISHED. FOURTH, CRIME RELATED RESEARCH WAS TO BE UNDERTAKEN. FINALLY, SERVICES WERE TO BE OFFERED TO PUBLIC AND PRIVATE AGENCIES IN CRIMINAL JUSTICE. IN ONLY THE FIRST AREA WAS THERE A SIGNIFICANT LAG IN WHAT SHOULD HAVE BEEN UNDER THE SPECIFICATIONS OF THE GRANT. OTHERWISE, THE EVALUATORS FOUND NO OTHER PROBLEMS OF MISMANAGEMENT....BS
