This hearing on H.R. 1801, which would reauthorize the Juvenile Justice and Delinquency Prevention Act, was conducted in Des Moines, Iowa, and focused on how provisions and funding of the Act have impacted juvenile justice and juvenile delinquency prevention in that State.
Abstract
Witnesses include representatives of various organizations, programs, and agencies in Iowa that have worked with programs and under policies mandated under the Juvenile Justice and Delinquency Prevention Act. Witnesses support reauthorization of the Act as a means of funding creative and innovative programs that target various aspects of juvenile justice and delinquency prevention. A number of witnesses note that juvenile programs which have had a significant influence on juvenile justice and juvenile delinquency prevention would not have begun and could not be sustained without the funding provided under the Act. Some suggestions are offered for modifying policies required to receive funding; for example, a representative of the Iowa State Policemen's Association presents that organization's view that the Act should be amended to relax the stringent restrictions on the detention of delinquent juveniles in adult detention facilities when the detention will not exceed 24 hours. Other suggestions are offered for modifying the requirements for juvenile detention conditions under specified circumstances. Written statements by witnesses and supplementary correspondence are included.
