On the basis of a futures study of the impact of the human immunodeficiency virus (HIV) epidemic on a large California jail by the year 1996, a model strategic plan and a transition plan for a model county jail are proposed.
Abstract
Trends that will increase in six years were reviewed: specific knowledge of the HIV positive inmates, inmates living longer, numbers of HIV positive inmates, mandated training of staff, education of inmates, and HIV-related misclassification of inmate lawsuits. A panel of six professionals with jail management experience outlined several general policies considered to be desirable and feasible: more staff training and inmate education, both voluntary and mandatory HIV testing of inmates, pre-employment HIV testing of staff, and expansion of inmate classification systems and administrative segregation systems. The strategic management plan identifies action steps, time lines, and resources in general terms. The plan is to construct a pilot project to implement the policy options in Palomar County Jail. Recommendations to assist implementation are outlined. 9 footnotes, 6 appendixes, and 14 references
