Abstract
THIS COURSE WAS SPONSORED BY THE UNITED NATIONS LATIN AMERICAN INSTITUTE FOR CRIME PREVENTION AND THE TREATMENT OF OFFENDERS IN COOPERATION WITH THE GOVERNMENT OF COSTA RICA. IT WAS DESIGNED TO FAMILIARIZE HIGH CRIMINAL JUSTICE OFFICIALS WITH THE RELEVANT LEGISLATION AND ADMINISTRATIVE PROCEDURES OF COSTA RICA AND OTHER COUNTRIES AS THEY AFFECT HUMAN RIGHTS, AND TO PROVIDE AN OPPORTUNITY FOR THE EXCHANGE OF IDEAS ON THE LAW AND PRACTICE RELATING TO THE PROTECTION OF HUMAN RIGHTS IN CRIMINAL PROCEDURES. COURSE PARTICIPANTS INCLUDED LAW PROFESSORS, JUDGES AND MAGISTRATES, GOVERNMENT OFFICIALS AND ADVISORS, AND POLICE AND CORRECTIONAL OFFICIALS. TOPICS COVERED IN THE COURSE INCLUDED THE APPARENT CONTRADICTION BETWEEN THE BASIC RIGHTS OF THE INDIVIDUAL AND THOSE OF THE SOCIETY AS A WHOLE; THE PROTECTION OF HUMAN RIGHTS IN THE CRIMINAL INVESTIGATION AND INDICTMENT STAGES; AND THE PROTECTION OF THE OFFENDER'S RIGHTS DURING INSTITUTIONAL AND NON-INSTITUTIONAL TREATMENT.
