This report presents the FY 1990-92 plan for Illinois Corrections based on a review of the current situation and identification of key issues requiring assessment.
Abstract
The plan identifies crowding of institutions including juvenile facilities; maintaining crowded institutions; exploring alternatives to incarceration such as sentencing reforms, population caps, and intermediate sanctions; use of electronic detention; restructuring adult parole; and providing basic education programs as key issues. In the first part of the report, definition, background information, and analysis are provided for each issue as well as an action plan with budgetary requirements. The second part of the report presents a data overview for the Department of Corrections, adult institutions and community correctional centers, juvenile division, and community supervision. It reviews adult statutory authority and summarizes services provided, mission statements, goals, objectives, and results for each department as of June 30, 1990. A public review, comments, and amendment section are included. 40 tables and 7 figures
