This plan highlights ways to address the issues facing the Illinois Department of Corrections in fiscal year 1992 and provides a data overview for adult and juvenile corrections for the State.
Abstract
The overriding issue confronting the Illinois Department of Corrections is once again the prison population and capacity crisis. The plan for addressing the issue encompasses the building of more beds, the diverting of more inmates from prison placements, the adoption of sentencing guidelines, and the reduction of long-term sentences. Other issues for which action plans are presented are the maintenance of crowded institutions, alternatives to incarceration, the use of electronic detention, the restructuring of adult parole, the provision of basic educational programs, and the crowding of juvenile institutions. Data and information tables include new-bed project completion and opening dates, a comparison of the projected inmate population and planned rated capacity, the probability of a prison sentence, and the planning and budget process for fiscal year 1992. Data also pertain to other goals and objectives for juvenile and adult corrections. 40 tables and 7 figures
