ADMINISTRATION, TRAINING, CRIME AND TRAFFIC STATISTICS, ORGANIZATION AND PLANNING, PUBLIC RELATIONS, AND GENERAL POLICE DUTIES ARE AMONG THE TOPICS DISCUSSED IN THIS ANNUAL REPORT BY THE CHIEF CONSTABLE, HUMERSIDE, ENGLAND.
Abstract
THE REPORT INDICATES THAT CRIME ROSE SUBSTANTIALLY IN 1977 AFTER A MODEST DECREASE IN 1976. FRAUD AND CORRUPTION PARTICULARLY INCREASED, REQUIRING THE ASSIGNING OF EXTRA OFFICERS TO THE FRAUD SQUAD. VANDALISM ALSO ROSE DRAMATICALLY. ROAD ACCIDENTS SHOWED A SLIGHT INCREASE FOR THE YEAR, ALTHOUGH THE NUMBER OF FATALITIES DECLINED. IT IS NOTED THAT THE VOLUME OF POLICE WORK INCREASED, PRINCIPALLY BECAUSE OF THE LARGE NUMBER OF NEW AND COMPLEX LAWS PASSED. LACK OF CLASSROOMS AND RESIDENTIAL TRAINING ACCOMODATIONS WERE DETRIMENTS TO EFFECTIVE POLICE TRAINING. AND ALTHOUGH RECRUITING IMPROVED DURING THE YEAR, LOSSES IN PERSONNEL OFFSET THESE GAINS. THE POLICE COMPLAINTS BOARD, AN INDEPENDENT BOARD OF INQUIRY, WAS ESTABLISHED FOR HANDLING COMPLAINTS BY THE PUBLIC AGAINST THE POLICE. WHILE THE NUMBER OF COMPLAINTS HAS RISEN SUBSTANTIALLY, THE NUMBER OF SUBSTANTIATED CLAIMS HAS FALLEN. DESPITE THE MANY DIFFICULTIES FACED BY THE DEPARTMENT, MORALE IS CONSIDERED HIGH.
