DESCRIPTION OF THIS BLOCKADE SYSTEM DESIGNED AND TESTED BY THE ST. LOUIS POLICE DEPARTMENT.
Abstract
THIS ARTICLE HIGHLIGHTS THE STAGES OF PLANNING AND EXPERIMENTING WHICH ACCOMPANIED THE EVOLUTION OF THIS NEW METHOD OF RAPIDLY SURROUNDING AND SATURATING A LARGE AREA AROUND THE LOCATION OF A MAJOR INCIDENT. WHEN A CRIME IS REPORTED, ALMOST INSTANTANEOUS DESCRIPTIONS AND ASSIGNMENTS ARE BROADCAST TO PATROL VEHICLES IN THE VICINITY. VEHICLES ARE THEN STATIONED AT ASSIGNED POSTS IN A PERIMETER ABOUT 18 TO 20 BLOCKS AWAY FROM THE SCENE. OTHER POLICE VEHICLES CRUISE WITHIN THE SURROUNDED AREA. THIS METHOD OF LINKED COMMUNICATIONS AND PATROL OPERATIONS RESULTED IN THIRTY-TWO 'SUSPECT' APPREHENSIONS OUT OF A TOTAL OF FIFTY-FOUR 'HUNDRED SYSTEM' PRACTICE EXERCISES. (AUTHOR ABSTRACT)
