Abstract
THE SYSTEM DESCRIBED IN THIS REPORT UTILIZES COMPUTERAIDED DISPATCHING AND MOBILE COMMUNICATION OF PERTINENT INVESTIGATIVE DATA TO REDUCE POLICE RESPONSE TIME WHILE ENHANCING POLICE EFFECTIVENESS AND SAFETY. THE REPORT CONTAINS THE CONSULTANT'S PROPOSAL FOR THE SYSTEM'S DESIGN AND IMPLEMENTATION. THE SYSTEM'S SUCCESSFUL EFFECTIVENESS IS CONCLUDED ON THE BASIS ONLY OF PRELIMINARY DATA ANALYSIS. ALSO INCLUDED IS THE SYSTEM'S OPERATOR'S MANUAL, DESIGNED FOR USE PRINCIPALLY BY TWO COMPLAINT WRITERS, A DISPATCHER, AND A RECORDS CLERK.
