As a result of its deliberations over expanding prison capacity, the 1994 session of the Idaho State Legislature directed the Department of Correction to conduct a system capacity analysis to identify the department's short- and long-term capacity needs; this report presents the findings and recommendations from this study.
Abstract
The consultant who conducted the study visited all Department of Corrections institutions, community work centers, and district probation and parole offices. Interviews were conducted with key staff at each location, as well as with headquarters staff, and with the Director of the Parole Commission. Previous Department of Corrections reports and analyses were reviewed, and computerized data were analyzed. The report describes the department's population projection and various characteristics of the offender population, identifies current institutional capacity and projected deficits through the year 2000, discusses the efficacy of offender treatment in reducing recidivism, and presents options and recommendations for addressing projected facility capacity deficits. Extensive tabular data are provided.
