A SYSTEM DESIGNED TO UTILIZE THE FIVE AVAILABLE VERY HIGH FREQUENCY (VHF) HIGH-BAND FREQUENCIES IN THE OPTIMUM MANNER IS DESCRIBED, AND A NEW SET OF BUDGETARY COST ESTIMATES IS ADVISED.
Abstract
AT THE REQUEST OF LEAA, A PREVIOUS REPORT ON THE SUBJECT OF COUNTYWIDE COMMUNICATIONS FOR THE NEWPORT, R.I., POLICE IS REVIEWED. WHILE THE INITIAL STUDY REQUIRED ALL POLICE DEPARTMENTS IN NEWPORT COUNTY TO SHARE THE USE OF THE NEWPORT POLICE MOBILE RELAY CHANNEL FOR ALL DISPATCH OPERATIONS, THE CURRENT REPORT RECOMMENDS UTILIZING THE FIVE AVAILABLE HIGH-BAND FREQUENCIES IN FOUR ZONES THROUGHOUT THE COUNTY, EACH WITH SEPARATE DISPATCHING OPERATIONS. IT IS NOTED THAT ONE DISADVANTAGE OF THIS PLAN COMPARED TO THE PREVIOUS ONE LIES IN HAVING TO DROP THE MOBILE RELAY FEATURE, WHICH WOULD HAVE PROVIDED IMPROVED MOBILE-TO-MOBILE AND PORTABLE-TO-PORTABLE COVERAGE. THIS FEATURE COULD NOT BE INCLUDED IN THE REVISED PLAN DUE TO THE ABSENCE OF ANY AVAILABLE FREQUENCIES SUITABLE FOR THE REPEATER-RECEIVER FREQUENCY OF A MOBILE RELAY SYSTEM. IT IS RECOMMENDED THAT A NEW SYSTEM DESIGN BE DEVELOPED BASED ON THE FREQUENCY UTILIZATION DESCRIBED IN THE REPORT. IT IS ALSO RECOMMENDED THAT A NEW SET OF BUDGETARY COST ESTIMATES FOR IMPLEMENTING THE REVISED SYSTEM DESIGN BE DEVELOPED. THE APPENDIX CONTAINS COMPLETED FREQUENCY COORDINATION AND LICENSE APPLICATION FORMS, WHICH INCLUDE SCHEMATIC SYSTEMS DESIGNS. (RCB)
