THE DRUG ENFORCEMENT ADMINISTRATION'S EFFORTS TO IDENTIFY AND ELIMINATE THE SOURCES OF DANGEROUS DRUGS ARE BEING OVERSHADOWED BY ITS PREOCCUPATION WITH HEROIN CONTROL.
Abstract
THE AUTHORS FOUND THAT DANGEROUS DRUGS ARE WIDELY ABUSED BY CHILDREN AND ADULTS, INFLICT PHYSICAL HARM, HAVE PHYSIOLOGICAL EFFECTS SIMILAR TO HEROIN, CAUSE MORE DEATHS THAN HEROIN, AND ARE ASSOCIATED WITH MORE CRIMES OF AGGRAVATED ASSAULT THAN HEROIN. A HISTORY OF ENFORCEMENT EFFORTS REVEALS A SIGNIFICANT NUMBER OF MISSED OPPORTUNITIES FOR MORE EFFECTIVE ENFORCEMENT. THE PRODUCTION AND SMUGGLING OF DANGEROUS DRUGS FROM AND THROUGH MEXICO IS DISCUSSED, FOLLOWED BY A REVIEW OF DIPLOMATIC ACTIONS WITH DANGEROUS DRUG ENFORCEMENT IN MIND. THE AUTHORS RECOMMEND AN AMPLIFICATION OF THE PRECURSOR CONTROL PROGRAM. A PRECURSOR IS A LICIT DRUG OR SUBSTANCE WHICH IS NOT CONTROLLED AND IS NECESSARY FOR THE MANUFACTURE OF DANGEROUS DRUGS.
