Abstract
The instructions note that victims must resolve the problem themselves and should act quickly and assertively to keep the damage to a minimum. They should keep a log of all conversations with authorities and financial institutions and should record the dates, names, and telephone numbers of the conversations. They should also note the time spent and any expenses incurred in case they are able to request restitution in a later judgment or conviction against the thief. The instructions cover credit bureaus, creditors, law enforcement, stolen checks, ATM cards, fraudulent change of address, Secret Service jurisdiction, passports, telephone service, and the driver’s license number. Additional guidelines focus on victim impact statements, false civil and criminal judgments, legal help, dealing with emotional stress, and advocacy for legislation.
