THE REMARKS OF FOUR PANELISTS WHO PARTICIPATED IN A WORKSHOP ON ILLEGAL ALIENS HELD DURING THE 1977 ANNUAL CONFERENCE OF THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) ARE DOCUMENTED.
Abstract
THE CHIEF OF THE SAN DIEGO, CALIF., POLICE DEPARTMENT DISCUSSES THE IMPACT ON LOCAL LAW ENFORCEMENT OF ILLEGAL ALIEN ENTRY, SMUGGLING, AND THEFTS; TRANSBORDER COOPERATIVE EFFORTS, BORDER BANDITRY, AND THE SAN DIEGO POLICE DEPARTMENT'S BORDER CRIME TASK FORCE; AND PROBLEMS IN DEALING WITH JUVENILE ILLEGAL ALIEN OFFENDERS. THE RESPONSIBILITIES OF AMERICAN POLICE WITH REGARD TO FOREIGN ARRESTEES ARE OUTLINED BY A REPRESENTATIVE OF THE U.S. DEPARTMENT OF STATE, WITH REFERENCE TO PROVISIONS OF THE VIENNA CONVENTION ON CONSULAR RELATIONS PERTAINING TO POLICE TREATMENT OF FOREIGN NATIONALS. A REPRESENTATIVE OF THE IMMIGRATION AND NATURALIZATION SERVICE, U.S. DEPARTMENT OF JUSTICE, OUTLINES PRESIDENT CARTER'S 1977 PROPOSAL FOR ADDRESSING THE ILLEGAL ALIEN PROBLEM. PARTICULAR ATTENTION IS DIRECTED TO THE PRESIDENT'S SUGGESTIONS FOR PENALIZING EMPLOYERS OF UNDOCUMENTED ALIENS, GRANTING PERMANENT RESIDENT ALIEN STATUS TO UNDOCUMENTED ALIENS WHO HAVE LIVED IN THE UNITED STATES SINCE JANUARY 1970, IMPROVING BORDER ENFORCEMENT, AND ENHANCING COOPERATION WITH COUNTRIES THAT ARE THE SOURCE OF UNDOCUMENTED ALIENS. A REPRESENTATIVE OF THE LOS ANGELES POLICE DEPARTMENT OUTLINES THE CITY'S PROBLEMS WITH ILLEGAL ALIENS AND SUMMARIZES THE EMPLOYMENT, HEALTH CARE, EDUCATION, AND WELFARE SERVICES AVAILABLE TO ILLEGAL ALIENS IN LOS ANGELES. PROPOSED FEDERAL LEGISLATION DEALING WITH THE CONTROL OF ILLEGAL ALIENS IS REVIEWED. RECOMMENDATIONS FOR ADDRESSING THE ILLEGAL ALIEN PROBLEM ARE DIRECTED TO IACP, THE CALIFORNIA LEGISLATURE, THE IMMIGRATION AND NATURALIZATION SERVICE, AND THE LOS ANGELES POLICE DEPARTMENT (WHICH IS URGED TO FOCUS ITS ATTENTION ON ILLEGAL ALIENS INVOLVED IN CRIMINAL ACTIVITIES).
