THIS BENCHBOOK FOR ILLINOIS JUVENILE JUDGES IS INTENDED FOR THEIR USE AS A PRACTICAL GUIDE TO PROCEDURES AND LAW BEFORE AND DURING JUVENILE PROCEEDINGS.
Abstract
THE BOOK WAS PREPARED BY THE ILLINOIS JUDICIAL CONFERENCE COMMITTEE ON JUVENILE PROBLEMS. THE BOOK'S GOAL IS TO GIVE THE JUDGE INSIGHT AND DIRECTION TO MEET COMMON LEGAL PROBLEMS WHICH OCCUR AT EACH PHASE OF A JUVENILE COURT CASE. FOUR CHAPTERS DISCUSS ILLINOIS JUVENILE COURT ACT PROVISIONS APPLYING TO (1) ALL PROCEEDINGS, (2) DELINQUENCY PROCEEDINGS, (3) PROCEEDINGS CONCERNING MINORS OTHERWISE IN NEED OF SUPERVISION, AND (4) NEGLECT AND DEPENDENCY PROCEEDINGS. IN EACH SECTION, THE APPLICABLE POLICIES, JURISDICTION, RESPONDENT PARTIES' RIGHTS, HEARING PROCEDURES, MOTIONS, DUTIES AND POWERS OF THE COURT AFTER DISPOSITION, AND OBLIGATIONS OF COUNTIES FOR FINANCIAL SUPPORT OF MINORS ARE PRESENTED. THE PURPOSE AND PROVISIONS OF THE INTERSTATE COMPACT ON JUVENILES ARE ALSO EXPLAINED. THE COMPACT APPLIES TO RUNAWAYS, DELINQUENTS WHO ARE ESCAPEES OR ABSCONDERS, PROBATIONERS, AND PAROLEES. THE MANUAL IS WRITTEN IN OUTLINE FORM. APPENDIXES PRESENT THE COOK COUNTY CIRCUIT COURT'S GENERAL ORDER CONCERNING ACCEPTANCE OF ADMISSIONS FOR MINORS ALLEGED TO BE DELINQUENTS AND THE ILLINOIS CRIMINAL LAW PROVISIONS WHICH APPLY TO ACCOUNTABILITY FOR ANOTHER'S CONDUCT.
